Science and technology (S&T) policy studies has explored the relationship between the structure of scientific research and the attainment of desired outcomes. Due to the difficulty of measuring them directly, S&T policy scholars have traditionally equated “outcomes” with several proxies for evaluation, including economic impact, and academic output such as papers published and citations received. More recently, scholars have evaluated science policies through the lens of Public Value Mapping, which assesses scientific programs against societal values. Missing from these approaches is (...) an examination of the social activities within the scientific enterprise that affect research outputs and outcomes. We contend that activities that significantly affect research trajectories take place at the levels of individual researchers and their communities, and that S&T policy scholars must take heed of this activity in their work in order to better inform policy. Based on primary research of two scientific communities—ecologists and sustainability scientists—we demonstrate that research agendas are actively shaped by parochial epistemic and normative concerns of the scientists and their disciplines. S&T policy scholarship that explores how scientists balance these concerns, alongside more formal science policies and incentive structures, will enhance understanding of why certain science policies fail or succeed and how to more effectively link science to beneficial social outcomes. By arguing that his use of representations at the core of Durkheim's sociological thought, this book makes a unique contribution to Durkheimian studies which have recently been dominated by postivist and functionalist interpretaions, and reveals a thinker very much in tune with contemporary developments in philosophy, linguistics and sociology.

A fundamental philosophical question that arises in connection with evolutionary theory is whether the fittest patterns of behavior are always the most rational. Are fitness and rationality fully compatible? When behavioral rationality is characterized formally as in classical decision theory, the question becomes mathematically meaningful and can be explored systematically by investigating whether the optimally fit behavior predicted by evolutionary process models is decision-theoretically coherent. Upon investigation, it appears that in nontrivial evolutionary models the expected behavior is not always in (...) accord with the norms of the standard theory of decision as ordinarily applied. Many classically irrational acts, e.g. betting on the occurrence of one event in the knowledge that the probabilities favor another, can under certain circumstances constitute adaptive behavior.One interesting interpretation of this clash is that the criterion of rationality offered by classical decision theory is simply incorrect (or at least incomplete) as it stands, and that evolutionary theory should be called upon to provide a more generally applicable theory of rationality. Such a program, should it prove feasible, would amount to the logical reduction of the theory of rational choice to evolutionary theory. (shrink)

The authors' novel approach to some interesting mathematical concepts - not normally taught in other courses - places them in a historical and philosophical setting. Although primarily intended for mathematics undergraduates, the book will also appeal to students in the sciences, humanities and education with a strong interest in this subject. The first part proceeds from about 1800 BC to 1800 AD, discussing, for example, the Renaissance method for solving cubic and quartic equations and providing rigorous elementary proof that certain (...) geometrical problems posed by the ancient Greeks cannot be solved by ruler and compass alone. The second part presents some fundamental topics of interest from the past two centuries, including proof of G del's incompleteness theorem, together with a discussion of its implications. (shrink)

'Thick neural event' is introduced to mean an event that requires firings of more than one neuron and a substantive (i.e. additional to merely temporal and spatial) relation among them. It is shown that some well regarded theories (e.g. by Lamme, Koch, etc.) strongly suggest that neural correlates of consciousness (NCCs) are thick neural events. It is then shown that thin (= not thick) neural events provide sufficient causation for neural events leading to behaviour, and that there are good reasons (...) to reject overdetermination by thick events. Thus, any physicalism that recognizes legitimacy of a search for NCCs must either reject theories that embrace thickness of NCCs, or accept the epiphenomenalistic view that the properties in virtue of which we are conscious are not properties in virtue of which events causally contribute to our behaviour. Before daybreak on 23 November 57 B.C., about 11 weeks after his return from exile, Cicero wrote to Atticus and recorded for him, in diary form, events at Rome between 3 November and the date of writing. Clodius and his gangs were still causing trouble on the streets, interfering with the rebuilding of Cicero's house on the Palatine, and even molesting Cicero himself. Clodius was a candidate for the curule aedileship; if he were elected, he would succeed in evading the (...) accusation for vis which had been brought against him by Milo; he therefore made full use of his gangs to intimidate Rome and thus accelerate the elections. He was supported in this manœuvre by the consul Q. Caecilius Metellus Nepos, who planned to hold the comitia by surprise; this plan, however, was being thwarted by the tribune Milo, who was ready to use his power of obnuntiatio to prevent the elections being held. Seneca is dealing with rainbows. Hine shares (...) Axelson's suspicion of ictus, but is unhappy both with Axelson's situs and with my tractus, ‘direction’ ; very tentatively he suggests angulus. Much more credible palaeographically and still yielding good sense and a good clausula would be i etus, a noun which is very common in this work of Seneca's. Housman reads assueta euolitans; the former word is a conjecture of his own, the latter a conjecture of Ellis, which I think he would have ignored if the relevant fascicle of the Thesaurus had been available to show that euolitare occurs once in Columella and then not before the sixth century. If assueto is sound, mundi must be changed to mundo or to another noun. Bentley read mundo, and this may well be the right solution: the eagle carries thunderbolts to (...) the sky, “cui scilicet per diuturnas operas assueuerat”. Shackleton Bailey emends to nisu. If emendation were required, I suggest that motu would be palaeographically more satisfactory; the assumed process of corruption is well illustrated by 3.82, motu GL: modum M: mundo LV. (shrink)

In 1962 a mimeographed sheet of paper fell into my possession. It had been prepared by Ernest Adams of the Philosophy Department at Berkeley as a handout for a colloquim. Headed 'SOME FALLACIES OF FORMAL LOGIC' it simply listed eleven little pieces of reasoning, all in ordinary English, and all absurd. I still have the sheet, and quote a couple of the arguments here to give the idea. • If you throw switch S and switch T, the motor will start. (...) There fore, either if you throw switch S the motor will start, or, if you throw switch T the motor will start. • It is not the case that if John passes history he will graduate. Therefore, John will pass history. The disconcerting thing about these inferences is, of course, that under the customary truth-functional interpretation of and, or, not, and if-then, they are supposed to be valid. What, if anything, is wrong? At first I was not disturbed by the examples. Having at that time consider able personal commitment to rationality in general and formal logic in par ticular, I felt it my duty and found myself easily able (or so I thought) to explain away most of them. But on reflection I had to admit that my expla nations had an ad hoc character, varying suspiciously from example to example. (shrink)

In two shocking articles that appeared in 1968 and 1974, Garrett Hardin argued that the population explosion was producing a “tragedy of the commons.” Since we lack an effective method of sharing common resources, the strong incentive for individuals to appropriate them selfishly would soon lead to their collapse. To mitigate this danger, Hardin proposed a “lifeboat ethic”: less populated and -polluted Western countries should deny food aid to developing nations, where it would save lives only to increase population pressure, (...) and they should close their borders to immigration to prevent their lifeboats from becoming overcrowded and going down with the rest. This paper challenges and complicates Hardin’s account of the tragedy. While there is something right about his view, its vulnerability to a series of empirical challenges reflects its conceptual limitations. I argue that we need to develop a broadly ethical and arguably religious solution to the twin challenges of population growth and pollution. If the liberal commitment to negative freedom is, ironically, largely responsible for our current ecological bind, our only hope of escape is to build bridges between traditions in search of a thicker sense of ethicopolitical obligation.
